MCCLUNG Warehouses on Jackson Avenue, was used to threaten condemnation by Knoxville City Government. Sandwiched between the buildings bought by Mr. Mark Saroff during 1991 - 1993, is the building owned by Ernie Gross Designs. This building is a beacon of quality and innovation, which demonstrates his great ability! The brick corner of the building near Broadway Viaduct was rebuilt in 1993 to maintain structural integrity. The warehouse building closer to the Broadway viaduct is historic, but ugly, and will be demolished to provide parking for the development. Is this Ugly building blighted? The Knoxville Convention Center is blighted - when recognized as a blood-sucking leech on taxpayers, and compared to the benefits and performance of the Knoxville Expo Center. Exceptionally capable workmen have been hired by Mr. Saroff to rebuild the brick corner adjacent to the building owned by Mr. Ernie Gross. Compare this to the neglect of the Ampitheatre and the Candy Factory nearby. Follow the example of many former communist countries: privatize more of these “Blighted” public investments. Brick masonry repair work has proceeded for the past month. Building permits and Construction Permits were approved for this repair work; after the structural engineer hired by Mr. Saroff was able to explain that this method is superior to the usual procedures. Why was this work delayed since 1991? Mr. Saroff says that he was advised by the Central Business Improvement District (CBID) to disregard the outside of his buildings, and wait for a grant from the City of Knoxville. Funds for Grants are collected by an eight per-cent surcharge on property taxes of the central business district of Knoxville. This “additional incentive” was created to entice investors to buy, and spend to repair and refurbish buildings in this downtown area. The spending part was easy: Additional taxes were levied. Property tax rates were increased during Reconstruction, by 1872, four to thirty times the rates of 1860. Government agents put on the taxes to make land cheap, and confiscate for ‘unpaid taxes.’ This expansion of state and local government provided for tax-funded government schooling which has emphasized a politically correct version of history. The extensive growth of planning ideas has increased the use of vague and obscure terms. Why is this block still paying the tax surcharge and denied a grant by the City of Knoxville to improve the property, while threatened with condemnation - for “blight? ” Mr. Saroff’s request for a facade grant in 2004 was denied. “Saroff has failed to provide evidence that he can finance even the ‘relatively minor’ cosmetic improvements outlined in the proposal.” “To date, that’s one of the biggest reasons we’ve rejected his proposals,” “says KCDC executive director Alvin Nance.” “There’s no way for us to know whether his estimates are satisfactory.” Is your Factory “Satisfactory? ” Do you have a license to use “Wheels? ” Are you “Certified” to teach your children a lesson? Ownership of this property by Mr. Saroff is contingent upon approval by KCDC. “Redevelopment” of the warehouses on Jackson Avenue is contingent upon approval by the KCDC central planners. Many ideas of previous Planners have re-vitiated Knoxville. Clinch Avenue Viaduct was closed “Temporarily” for the World’s Fair exposition. “All roads lead to Rome! ” inspired Planners to convert many downtown streets to one-way. This was similar to a prank by Clemson University students, who placed highway DETOUR→ signs to route traffic into the campus. (But no egress routes.)
